He has worked in RESPEC’s WNR unit since 2015 and has been providing water resources engineering services since 1998. Russell works alongside other RESPEC leaders to drive our business forward.
Having grown up on a ranch west of San Antonio, Russell understood from an early age the importance of clean and accessible water. It is committed to protecting and equitably distributing this essential resource. While Russell was pursuing his master’s degree in agricultural engineering, Texas passed important water policies, which reinforced his decision to focus on water rights and prompted him to obtain his doctorate in agricultural and civil engineering.
“The theme of my career has always been water – whether it’s water resources and water quality or dealing with floods, storms and wastewater,” Russell said. “Each professional step has built on itself, and the perspective it has given me helps me respond thoughtfully to the needs of my clients, my colleagues and RESPEC.”
