The next step has been taken to facilitate the export of agricultural products produced in Azerbaijan. Thus, the new project, jointly developed by Azerbaijani and Russian Railways, provides for the quality and prompt delivery of perishable agricultural products produced in Azerbaijan to the main market, Russian consumers. The project was founded in September 2021 in Moscow during a meeting between the railways of the two countries to develop the transport of agricultural products between the Russian Federation and the Republic of Azerbaijan. As a result of negotiations between representatives of Russian Railways OJSC and its subsidiary RJD Logistics JSC, Azerbaijani Railways CJSC and its subsidiary ADY Express LLC, a number of complex decisions were made. Decisions relate to freight rates, transport technology, the loading process at terminals and the provision of rail cars. Thus, transport participants began to apply discounts on tariffs for the transport of these goods in their territories. A new terminal is used in the Khachmaz region, near the border with Russia, mainly for agricultural products. The cargo is loaded onto wagons in this terminal and delivered directly to Selyatino station near Moscow, from where it is delivered directly to the end customer. Refrigerated wagons (reflection and refrigerated containers) will be used for the implementation of the project. In order to ensure the timely delivery of products from contractors to the consumer beyond the cargo volume, the parties will ensure the participation of private refwagons and refcontainers. The aim is to deliver the product from the fields to the end buyer as quickly as possible and in a quality manner. According to the decision of the Russian and Azerbaijani Railways, all this work was entrusted to the subsidiaries RJD Logistics JSC and ADY Express LLC.
Representatives from ADY Express, one of the transport operators, met with local entrepreneurs in Khachmaz and discussed ways to address the issues they face so far in delivering their products to consumers. The parties expressed confidence that the problems of timely transportation of perishable goods, especially at the height of the season, will soon be resolved.
In general, all these measures will contribute to the growth of the non-oil sector in the country, as well as to create the conditions for the development of small and medium-sized enterprises. Export goods will be delivered to their destination in railcars that provide the temperature regime required to maintain rapid, safe, efficient and high quality transportation.
